Through its regional program the Faith-Based Development Initiative (FBDI), a program that provides financial and technical assistance to houses of worship and faith-based groups to develop affordable housing and community facilities, Enterprise Mid-Atlantic collaborated with Far SW-SE CDC and partner Mission First Housing Development Corporation to develop Trinity Plaza in the SW neighborhood of Bellevue in Washington, D.C.
“Those of us could, did,” expressed Pastor Eugene Sheppard of Far SW-SE CDC at the ground breaking in November 2013 as part of the living legacy he hoped the future residents will take to heart when thinking of their new home at The Plaza.
The Pastor and his wife, Far SW-SE CDC Executive Director Patrice Sheppard, persevered through the Great Recession, project redesigns and personal illnesses to ensure the 49 apartment homes and the first-level retail offerings would come to fruition.
As part of FBDI, Far SW-SE CDC attended numerous workshops on the development process, was referred to its development partner and provided a grant and loan support for Trinity Plaza. Knowing Enterprise played a meaningful role in helping the Sheppard’s realize their vision of community empowerment and improvement is one of Enterprise Mid-Atlantic’s proudest moments.
Through its membership with HAND, Enterprise accesses a valuable network of industry professionals that it connects with at a variety of HAND events. The training series provides Enterprise with a solid platform in which to offer and receive insights on issues relevant to the industry. Notably, HAND’s annual meeting also ensures a welcome opportunity to convene a wide-range of stakeholders to network, discuss pertinent issues and receive inspiration through speakers and awardees.

A business collaborative of leading affordable housing and community development nonprofits, Housing Partnership Network (HPN) is no stranger to partnering with members and others to achieve ambitious social missions.
In 2012, with an initial investment of $100 million from investors, foundations and 12 nonprofit members, HPN launched the Housing Partnership Equity Trust, a private social-purpose real estate investment trust (REIT) created to preserve naturally affordable multifamily rental properties. Operated by HPN, which is also an investor, the Equity Trust has closed three transactions to date, including a 300-unit property in Norfolk, Va. With several properties in the pipeline, the Equity Trust is poised to launch a second capital raise, allowing the REIT to grow to include more members and preserve more affordable housing across the country.
By providing a ready source of long-term, low-cost capital, the Equity Trust enables its mission-driven nonprofit members to quickly and efficiently acquire rental apartment buildings so families, seniors and others with modest incomes can have access to comfortable, affordable homes.
In recognition of this innovative tool, HPN received a $2.5 million Wells Fargo NEXT Opportunity Award in September 2013 to assist with the expansion of the REIT and was a featured commitment at the Clinton Global Initiative America in June 2013 as well.
Peer exchange, and the member-driven social enterprises that emerge from senior-level interactions at industry events, such as what HAND offers, are at the core of HPN’s efforts to support communities, members and the sector as a whole. HAND and its members are also committed to providing safe, decent affordable housing, particularly in the Washington Metropolitan Area, where several HPN members are based and/or operate.

CSH is not new to transforming communities. For more than 20 years, the supportive housing organization has provided capital, expertise, information and innovation to partners to achieve housing stability for those who need it the most. By engaging a practical yet entrepreneurial spirit, CSH has become an industry leader with both national influence and deep connections within a growing number of local communities.
A recent recipient of CSH’s innovative financing solutions was North West Indiana Veteran Village in Gary, Indiana, a soon-to-be-opened 44-unit supportive housing development for at-risk veterans and the homeless. In July 2013, CSH launched the Supportive Housing
Solutions Fund (“Solutions Fund”), a first-ever national loan fund dedicated solely to supportive housing, and they chose the veteran’s community as its landmark investment project.
With an initial investment into the Solutions Fund from the Wells Fargo NEXT Award for Opportunity Finance, CSH engaged philanthropic support from Conrad N. Hilton and Robert Wood Johnson Foundations and garnered further financial support from Bank of America, Deutsche Bank, HSBC Bank and Morgan Stanley.
Since its first investment with the North West Indiana Veteran Village, CSH has provided more than $30 million in financial assistance for the development of supportive housing for families and individuals across the country.

Through its HAND membership CSH has been able to connect with a wide spectrum of affordable housing providers and practitioners to share the benefits of supportive housing. CSH’s unique approach to offering technical assistance, systems changes and lending opportunities help municipalities evaluate their approach to homeless systems; assists developers in underwriting quality projects and finding service partners; and helps service providers improve tenant outcomes.
The benefits of supportive housing are vast. It helps improve housing stability, employment, mental and physical health, and school attendance while also helping to reduce active substance use. People in supportive housing live more stable and productive lives; which, over time, put less stress on local resources by offsetting the high-costs of crisis care, emergency housing and other health and safety aspects associated with homelessness.

Within the D.C. affordable housing and community development network, there are countless of champions who have affected monumental changes in the way we create dynamic neighborhoods for D.C. residents. Yet, there are also a few living legends that have been those change-agents and more. They have risen to the level of leader, mentor and friend to those in need. Bob Pohlman, the HAND 2014 Housing Achievement President’s Choice Award winner, is one of those living legends.
Before becoming executive director of the Coalition for Nonprofit Housing & Economic Development (CNHED), Bob was a 23-year veteran with the D.C. government where he held the roles of Director of the Department of Housing and Community Development, Deputy Mayor for Finance and Chief Executive Officer. He also served on both the District’s Comprehensive Housing Strategy Task Force and, more recently, was appointed by Mayor Vincent Gray to serve on the Housing Production Trust Fund Advisory Board. Bob had been a pivotal figure in organizing a citywide housing advocacy campaign to gain dedicated funding for the Fund, which has gone on to become one of the national’s most successful housing trust funds in existence. It has invested more than $400 million to help finance the production of more than 8,000 affordable homes for D.C. families in need.
Bob has been CNHED’s executive director since its inception in 2000. During his tenure, he has led the 140-member organization to great heights by ensuring that residents with low- and moderate- incomes have proper housing and opportunities in neighborhoods throughout the District. In addition to leading major housing advocacy campaigns, such as the Trust and the creation of a rent subsidy program and a fast-track affordable housing acquisition fund, CNHED’s consistent policy work led to five D.C. agencies adopting a consolidated funding process for permanent supportive housing. Over the course of the past 14 years, CNHED has trained 5,000 community development professionals, published a number of research reports and policy papers, and disseminated a weekly industry newsletter to thousands of subscribers.
For the past 40 years, Bob has been a vital and respected leader. However, he recently announced that he plans to retire at the end of 2014.
“I’m proud of what we’ve been able to accomplish on behalf of DC residents,” said Bob. “I fully expect CNHED to grow stronger and even more effective in the years to come.”

Stanley Martin Homes is a developer people know and trust in the Washington, D.C. area. However, its vice president of construction, Michael Cleary, is also known in Virginia for his unerring commitment to affordable housing. The winner of the HAND Housing Achievement Virginia Peters Nonprofit Friend of the Year Award, Cleary has gone over and beyond to do his part in helping create affordable homes for those in need.
In 2013, HAND member HomeAid Northern Virginia honored Cleary with its President’s Award, recognizing his continued dedication in volunteering to help the organization build homes for the homeless. His volunteer work with HomeAid included leading a team of architects, trade partners and others to complete renovation and rehabilitation projects. Through collaboration efforts with other local Virginia organizations and agencies, Cleary has lead teams of trade partners, architects and others to complete major renovation projects for a homeless disabled veteran and his family, a single mother with four daughters, a transitional housing facility and other notable housing projects.
The HAND Nonprofit Friend of the Year Award is named after the late Virginia S. Peters, a school teacher who was called to serve to help build affordable housing for Virginians. Peters ultimately founded the Wesley Housing Community Development Corporation and later provided needed guidance to HAND in its early days.

WASHINGTON, DC – Today City First Homes, Inc. (“CFHomes”), one of the larger workforce housing trusts in the country, named Robert Burns as its new president and CEO. Burns is an entrepreneurial leader with more than 20 years of experience in nonprofit management, community development, and state and local affairs. He replaces Angie Rodgers who served as interim president in 2013 while a national search was conducted to fill the position.
Prior to joining CFHomes, Burns led five regional offices and oversaw grant making across the US as the national director of field operations for NeighborWorks America, one of the country’s preeminent leaders in affordable housing and community development. He played a pivotal role in leveraging $133 million in investment dollars from private and public sources to rebuild the Gulf Coast after Hurricanes Katrina and Rita. Before serving in this national capacity Burns held the position of regional director in the Kansas City office. Subsequent to his 15 year tenure at NeighborWorks America, Burns was named the director of local government solutions for the Institute for Building Technology and Safety. He currently serves on the executive committee of the National Community Land Trust Network Board of Directors.

Since 2010 CFHomes has created over 120 permanently affordable homes for low- and moderate-income families and is one of ten organizations selected nationwide to be awarded operating support from the White House Social Innovation Fund for outstanding work in affordable homeownership.
“I am passionate about the mission of City First Homes and am committed to maximizing the housing opportunities for working families in the region,” said Burns. “There is a pressing need for a long-term solutions to housing affordability and I am proud to be working to provide one creative response through the work of City First Homes.”
Prior to NeighborWorks America, Burns served as a City Manager in Ferguson, Missouri. He has a Masters in Public Administration from University of Kansas, a BS from Appalachian State University, and is a recipient of the prestigious Truman Scholarship.
