Acquired by FCHC in 1987, the Winter Hill Apartments offer quality housing units rented exclusively to income eligible residents with annual incomes at or below 60% of Area Median Income. At least one member of the household must be 55 years of age or older and/or physically or mentally handicapped. Preference will be given to applicants possessing a Housing Choice Voucher. Utility costs are included in the rent.
Residents enjoy Winter Hill's attractive residential setting in the heart of Falls Church. The location is well within a half-mile walk by foot or local City bus to pharmacies, the post office, public library, banks, shops and other resources including Metro transportation. The Winter Hill Clubhouse, located on South Virginia Ave hosts a wide range of programs, activities and social events for Winter Hill Apartments residents.
Located at two sites, two-blocks apart the properties include six, two-story row buildings, landscaped with mature trees, shrubs and gardens. A recent capital needs study found the buildings to be attractive and in good condition.1 In fact, in 2003, the complex received the highest biannual property management score given in Virginia by an HUD inspection team.
The apartment buildings offer handicapped-accessible laundry facilities and on-site parking. Apartments include updated kitchens and bathrooms, frost-free refrigerators, garbage disposals, individually controlled heating and air-conditioning, hot water heaters, thermal windows, and smoke detectors. Many apartments have back porches and balconies. Five units are accessible to the handicapped.
 | The larger site, at James Street and West Annandale Road, includes six buildings with 50 apartments, 48 of which are one-bedroom units; two of which are two-bedroom units. One-bedroom units, @550 square feet, are located on the first and second floors of each building. Each apartment has its own front entry door. Second-floor apartments accessed by a wooden staircase. Two-bedroom units, @1,040 square feet, are located on the basement level of two buildings.

Built in the early 1940's, the Winter Hill Apartments have been rehabilitated several times over the years. Their outside walls are a combination of masonry and brick with vinyl siding on the upper half of second floors. Pitched roofs shingled with asphalt drain into gutters with downspouts. Windows are vinyl clad, with insulating glass.
