Montgomery Housing Partnership Wins $1.1 Million Grant for 21st Century Community Learning Center

MHP (Montgomery Housing Partnership) has been selected as a recipient of a $1.1 million grant to develop and operate a 21st Century Community Learning Center (21st CCLC) during the next five years, in partnership with Arcola Elementary School in Wheaton, Maryland. MHP owns three affordable housing communities near the school, where it provides nearly 300 units of affordable rental housing to low- and moderate-income families. MHP has operated community centers for its residents at its Amherst Square and Pembridge Square developments since 1998 and 2002, respectively, producing award-winning Community Life programs for all ages.

The grant will enable MHP to transform its afterschool Homework Clubs, which will accommodate 120 students aged 5-11. Two classrooms will be available at Arcola Elementary School, and three will operate at the Amherst Square and Pembridge Square community centers.

Former HUD Secretary Henry Cisneros to be Keynote Speaker at 13th Annual Governor’s Housing Conference, Sept. 27

Former Housing and Urban Development Secretary Henry Cisneros, a leading authority on expanding affordable housing opportunities for both renters and homebuyers during and after his service as President Clinton’s housing chief, will be the keynote speaker at the 13th annual Governor’s Housing Conference at the Baltimore Hilton on Friday, Sept. 27.

The theme of the conference, Building for the Future: Investing in People, Places and Communities, reflects the focus of the day-long workshops and forums, said Kelly Vaughn, director of DHCD’s Office of Community Outreach, during an interview broadcast Tuesday on WEAA’s The Deborah Owens Show.

The annual Governor’s Housing Conference is the largest and most comprehensive affordable housing forum in the state, convening housing advocates, community development leaders, housing authorities, homebuilders, developers, lenders and legislators to discuss solutions and opportunities for affordable homeownership and rental housing in Maryland. DHCD hosts the conference in partnership with the Homebuilders Association of Maryland.

During the conference, DHCD will announce winners of its annual Commitment to Excellence Awards.  The annual roundtable discussion with some of the region’s top lawmakers is one of the popular conference events.

Secretary Cisneros is executive chairman of the CityView companies, which work with urban homebuilders to create homes priced within the range of average families. CityView is a partner in building more than 60 communities in 13 states, incorporating more than 7,000 homes with a home value of over $2 billion.

His community-building career began at the local level. After serving three terms as a city council member, in 1981, he became mayor of San Antonio, Texas, the first Hispanic-American mayor of a major U.S. city.

During his four terms as mayor, Secretary Cisneros helped rebuild the city’s economic base and spurred the creation of jobs through massive infrastructure and downtown improvements.  In 1984, he was interviewed by the Democratic presidential nominee as a possible candidate for vice president of the United States and in 1986 was selected as the “Outstanding Mayor” in the nation by City and State Magazine.

As a member of President Clinton’s cabinet beginning in 1992, Secretary Cisneros has been credited with initiating the revitalization of many of the nation’s public housing developments and with formulating policies which contributed to achieving the nation’s highest ever homeownership rate.

After leaving HUD in 1997, he was president and chief operating officer of Univision Communications, the Spanish-language broadcaster. He currently serves on Univision’s board of directors.

HAND Elects Regional Community Development Leaders to Top Positions Within the Association

MD DHCD Secretary Raymond Skinner, Winell Belfonte and Paul Weech Named New Directors

Washington, D.C. – The Housing Association of Nonprofit Development (HAND), the only multi-state regional membership association dedicated to supporting the community development industry in the Washington, D.C. area, today announced that Michael J. Scheurer of the Virginia Housing Development Authority has been elected president for the 2013 -2015 term. Scheurer, who succeeded Nina Janopaul, is a veteran in real estate finance and community development, and will work to lead the organization in the next phase of its development.

“The Board of Directors and I are committed to expanding HAND’s well-regarded training platform to provide our entire membership with educational forums designed to enhance job performance and to keep abreast of trends and tactics impacting affordable housing and community development issues,” said Scheurer. “With our regional membership, we will confront the challenges facing our industry and make known the noteworthy successes of the Washington, D.C. area affordable housing community.”

Scheurer is currently the community housing officer for the Virginia Housing Development Authority and leads affordable housing outreach in northern Virginia. He previously held positions at the Fannie Mae Washington Metropolitan Community Business Center, the National Association of Home Builders and the Department of Housing and Community Development in Fairfax County, VA.

Additionally, HAND elected Maryann Dillon, executive director of Housing Initiative Partnership, as its vice president and three new directors to the board: Secretary Raymond Skinner, Maryland Department of Housing and Community Development; Winell Belfonte, principal and co-chair, Nonprofit Practice, CohnReznick Group (Bethesda); and Paul Weech, executive vice president, Policy and External Affairs, Housing Partnership Network.

With expertise rooted in a variety of functions within community development, the new leaders are well versed in the persistent and growing need of affordable housing in the metropolitan area. Each has extensive experience in development and financing of affordable housing, and all are committed to helping increase affordable housing stock in the region.

Secretary Skinner has headed Maryland Department of Housing and Community Development since 2007, and previously from 1999-2003. He is a veteran in housing policy and manages the state’s housing finance programs, among other community development outreaches.

Dillon, Belfonte and Weech each have extensive backgrounds in nonprofit real estate management and financing.  Dillon has more than 20 years of affordable housing experience with a special focus on multi-family, rental, for-sale and affordable housing. Based in suburban Montgomery County, Belfonte is responsible for planning and performing all aspects of nonprofit, affordable housing real estate and commercial audits for CohnReznick. Weech is a 25-year veteran in federal housing policy and financial services and has held positions at Fannie Mae, U.S. Small Business Administration and the Subcommittee on Housing and Community Development for the U.S. Senate Committee on Banking, Housing and Urban Affairs.

“Collectively, this new slate of electeds has more than 100 years of experience and has helped to finance and create thousands of affordable homes,” said Heather Raspberry, executive director, HAND. “By combining their energy and expertise with the collaboration and innovation that HAND is known for, we can strategically further our mission to support community development in the Washington, D.C. region.”

Why We Do What We Do: Reflections on the Groundbreaking at Monseñor Romero in D.C.

Last week, we celebrated the groundbreaking for Monseñor Romero apartments, a building that will soon provide affordable homes for 63 families in the Mount Pleasant neighborhood of Washington, D.C. The building burned down in a five-alarm blaze in 2008. Thankfully, no one was seriously hurt. Enterprise provided $12 million in Housing Credits to help our partner, the National Housing Trust/Enterprise Preservation Corporation, redevelop it.

I noticed a small boy quietly moving rocks from a tree bed to the street. After a while, he looked back on his work and then proceeded to return the rocks back to the tree bed. I’m not sure whether he was playing or cleaning, but he was certainly building something.

The young boy was right in front of the Mayor and Councilmember. At one point, Mayor Gray noticed the boy, smiled at him and leaned over to speak to him. The boy the handed him one of his rocks.

I was particularly moved by the remarks of Yasmin Romero-Latin, President of the 3145 Mount Pleasant Street Tenants Association. She noted that before the fire, the former owner had treated the residents “like animals,” with code violations an all too common daily reality for the residents. They believed the owner wanted them to move out and convert the building to market-rate condos.

To me, this groundbreaking was a moment of inspiration, a reminder of why we do what we do. More than three decades after Mr. Rouse helped preserve the Mozart and the Ritz for low-income District residents, the spirit of Enterprise is as strong as ever, and we continue to fight for families across the country. I’m truly proud and blessed to be a part of that effort.

Action Requested by July 17: Preserve LIHTC and NMTC in the Reformed Tax Code

With the Senate proposing sweeping reform of the tax code, now is a critical time in preserving the future of the Low Income Housing Tax Credit (Housing Credit) and New Markets Tax Credit (NMTC) programs. It is critical that stakeholders endorse their support of these programs so that they are not at risk of removal through tax reform.On June 27, Senate Finance Committee Chairman Max Baucus (D-MT) and Ranking Member Orrin Hatch (R-UT) announced plans to pursue tax reform efforts. The Senators’ plan includes an approach that starts with a “blank slate” by removing all credits and deductions from the Internal Revenue Code “unless there is clear evidence that they:

(1)help grow the economy;

(2)make the tax code fairer;

(3)effectively promote other important policy objectives.”

Senators Baucus and Hatch have asked all Senators to submit their proposals by July 26, so they can be considered during the crafting of the Senate Finance Committee’s bill.

Action Requested: We are asking that you add your organization’s name to the growing list of local, state, and national organizations to show your support of these credits and urge the Senate to keep the LIHTC and NMTC in the reformed tax code. Virginia Housing Coalition Honors Nina Janopaul at Annual Luncheon

At their annual luncheon in Richmond on June 20, APAH President/CEO Nina Janopaul received the Innovations In Leadership award from the Virginia Housing Coalition.

The Innovations In Leadership Award is bestowed on honorees who have demonstrated professional excellence in Virginia’s housing industry and innovations in leadership.

In addition to her role at APAH, Ms. Janopaul also serves as the Immediate Past President of HAND’s Board of Directors. Congratulations Nina!

Bob Moss Joins CohnReznick as Principal and National Director of Governmental Affairs

Robert C. Moss has joined CohnReznick LLP, the 11th largest audit, tax, and advisory firm in the United States, as Principal and National Director of Governmental Affairs. Bob will lead the firm’s federal and state government relations efforts, particularly in the area of affordable housing and will be operating out of CohnReznick’s Boston and DC-metro offices.

Bob has 28 years of affordable, multifamily housing experience including syndication, preservation and development, debt financing, tax credit applications, and property management. Most recently, he was the Senior Vice President and Director of Origination, Affordable Housing for Boston Capital.

Bob’s extensive industry and government experience includes serving as the Chairman of the non-partisan Housing Advisory Group, which is active in preserving the Low Income Housing Tax Credit (LIHTC) program in Congress and served as the Federal Legislative Subcommittee Chair for the Housing Credit Group of the National Association of Home Builders (NAHB). He recently provided testimony on the LIHTC on behalf of over 450 national housing organizations before the full House Ways and Means Committee on Tax Credit Reform and Residential Real Estate hearings.
