Marie Mann Bibbs is the principal of a specialized consulting practice, Mb², serving nonprofit community development financial institutions, as well as regulated and community development banks.  Her practice focuses on writing applications to the Community Development Financial Institutions Fund, CDFI, including certification and grant programs. Cumulatively she has written successful New Market Tax Credit, NMTC, applications totaling $676 million and Financial Assistance, FA and Bank Enterprise Award, BEA in excess of $10 million. 

At City First Bank of DC, Ms. Bibbs originally served on the Board of Directors, and joined the staff as Executive Vice President, Community Development Finance and was appointed President and CEO of City First New Markets Fund II, LLC, (CFNMF II) in 2007.  Ms. Bibbs directed the NMTC program, served as the Community Reinvestment Act Officer, had oversight of community development financing products and services, and handled communications and marketing, including the writing of the bank annual report. She was also the relationship manager to the CDFI Fund, with responsibility for the FA and BEA grant programs, and raised over $6.9 million in grants.  In 2013, Ms. Bibbs planned and executed a one-day community development conference that attracted over 450 attendees. 

As President and CEO of CFNMF II, Ms. Bibbs financed the construction of large commercial projects ranging from $8 – $24 million in development costs.  Those projects, primarily community facilities, included the Capital Area Food Bank, Bread for the City, Central Union Mission, Mary’s Center, Unity Health Kenilworth Center, Anthony Bowen YMCA, Washington Latin Public Charter School and East Baltimore Community School.  She was responsible for sourcing, structuring, underwriting and closing deals, staffing the Investment Committee, and building the compliance and monitoring functions of the NMTC program. During her tenure at the bank, the NMTC portfolio grew to over $320 million assets under management and made $359 million in qualified investments that leveraged $659.4 million in total development costs.

Prior to City First, Ms. Bibbs served as the Community Development executive at several banks, including the National Cooperative Bank (NCB) as a Senior Vice President/Managing Director, Cooperative and Community Development.  In that capacity, she developed products and services to promote the establishment of new cooperatively owned enterprises and managed community development services and investments in low income communities for the NCB family of companies.  Ms. Bibbs also served as the Community Reinvestment Officer.  Ms. Bibbs worked for First Union National Bank, now Wells Fargo, as a Senior Vice President and Regional Manager for the Mid-Atlantic States in the Community Development Group.  She served for 11 years as the Senior Vice President for Community Development with Crestar Bank, now Truist, in the Washington, D.C. metropolitan market, managing various aspects of community development and public affairs including consumer compliance.  Her focus was Community Reinvestment Act and fair lending as well as media and government affairs, public service programs, employee community service/volunteerism and local corporate philanthropy.

Before entering the banking industry, Ms. Bibbs was the Administrator for the Development and Modernization Administration of the District of Columbia Public Housing Authority responsible for a $200 million capital budget and total rehabilitation of 2,500 units of public housing.  Early in her career, Ms. Bibbs worked in the nonprofit housing industry having served as the Executive Director of Neighborhood Housing Services of Washington, D.C. and prior to that was Executive Director of the Eden Council for Hope and Opportunity in northern California.  She also worked for the National Council for Urban Economic Development, CUED, an economic development trade association in Washington, DC providing technical assistance to municipalities across the country.

Ms. Bibbs is well known in the banking and community development industry.  She was featured in a video developed by the national accounting firm to promote the impact of NMTC financed projects around the country, and a small business financing video jointly sponsored by the Federal Home Loan Bank of Chicago and Boston.  She has served as the moderator and host for several Congressional tours sponsored by the CDFI Fund; presented testimony to the four banking regulators on behalf of the American Bankers Association regarding proposed CRA reform; is a frequent speaker on NMTC for local organizations such as FOCUS, Housing Association of Non Profit Developers (HAND), Coalition for Non Profit Housing and Community Development and the Community Development Bankers Association.  She has also conducted workshops for the FDIC and the OTS on community development and reinvestment and was a speaker for the annual meeting of the CDFI Fund Advisory Board.

Ms. Bibbs holds a Masters of Science in Business from Johns Hopkins University, Baltimore, MD and a Masters of City Planning from Howard University, Washington, DC. She earned her undergraduate degree at Northeastern University, Boston, MA.  Ms. Bibbs was a former Board member and is active with Women of Color in Community Development, WCCD.  She has served as a judge for the HAND annual housing award competition, previously was a member of the Housing and Community Development Committee of the American Bankers Association, the Board of Directors of TruFund, Kipp DC Support Corporation and served on the Advisory Board of the Washington, DC LISC.  She served a long tenure as Chair of the Board of Mentors, Inc., was a Board member with Rebuilding Together (Christmas in April), the Community Development Support Collaborative and Community Preservation and Development Corporation, CPDC. 

Maryann Dillon is a seasoned leader with a distinguished career in community development, significantly enhancing the organizations she has been a part of with her strategic vision and dedicated service. Dillon joined HIP in October 2012, succeeding the organization’s founder Mosi Harrington. Under Dillon’s leadership, HIP doubled in size to a staff of 30, and developed 68 single-family for-sale homes and co-developed 366 multifamily rental apartments across Maryland, including in Prince George’s County, Anne Arundel County, and Cecil County. HIP’s staff provided housing counseling services to more than 31,000 individual clients during her tenure.

Dillon’s 36-year career in community development includes positions with the Housing Opportunities Commission of Montgomery County, Banc of America Community Development Corporation, Enterprise Community Partners, and Mission Housing Development Corporation, a nonprofit based in San Francisco. She has managed over $500 million in development activity during her career.

Brian is the Executive Director of the Virginia Housing Alliance where he leads efforts to expand affordable housing opportunities and end homelessness across the Commonwealth. Under his leadership, the Alliance has advanced key legislative initiatives, expanded access to critical resources, and strengthened collaboration among housing advocates, policymakers, and service providers.

Throughout his career, Brian has been a steadfast champion for housing-first solutions, racial equity in housing, and strengthening support for historically marginalized communities. He has played a pivotal role in the expansion of the Virginia Housing Trust Fund and funding for Permanent Supportive Housing and launching initiatives such as the 5000 Families Campaign and BIPOC Leadership Institute.

Brian is dedicated to fostering partnerships with national, state, and local stakeholders and frequently speaks on issues related to housing affordability, homelessness, and the intersection of housing policy with racial and economic justice.

William Ferrell serves as Senior Vice President and Senior Relationship Manager for Bank of America’s Tax Credit Syndication and Investment team, where he is responsible for the origination of Low Income Housing Tax Credit (LIHTC) equity through syndication partners, the direct delivery of Historic Tax Credits (HTC), and the secondary execution of New Markets Tax Credits (NMTC), that spur the development and preservation of affordable housing, historic properties, and various commercial and community facilities nationwide.  Will also serves as a Community Volunteer Champion and as a member of the Commercial Real Estate Banking (CREB) division’s Diversity & Inclusion Council. 

Prior to his current role, Mr. Ferrell served as Senior Relationship Manager for the Bank’s Mid-Atlantic Community Development Banking team, where he delivered construction and permanent debt, tax credit equity, and other financing solutions for affordable multi-family housing, mixed-use/mixed-income developments, and charter school facilities across the country.  Throughout his 20+ year career, Will has held numerous other roles with real estate finance and banking institutions, including PNC Real Estate, Fannie Mae, and Comerica Bank.

Will’s community and industry engagement includes serving as Board Member of Housing Up, member of the Jackie Robinson Foundation’s Scholar Advisory Committee, HAND’s Braintrust Committee, and AHIC’s Underwriting Committee. 

Will earned his BBA in Finance at Texas Tech University, MBA from New York University’s Stern School of Business, and Master of Real Estate from Georgetown University.    

Reshma Holla, Vice President, Development Strategy and Impact, helps support and drive the sustainable impact of Enterprise Community Development (ECD)’s real estate development efforts by focusing on strategy and operations for existing and newer business lines. Reshma has over 18 years of experience in housing and community development.

Most recently, Reshma served as the Deputy Manager of the Development Finance Division at the District of Columbia’s Department of Housing and Community Development (DHCD). During Reshma’s tenure at DHCD, her team’s efforts resulted in the closing of over $500 million in local and federal gap financing loans as well as other resources for the preservation or production of over 4,200 affordable housing units across 50 plus developments. Prior to joining DHCD, Reshma held a leadership role at a social impact-focused real estate company that developed mixed-income housing and supportive community uses in diverse neighborhoods. She also previously worked in a consulting capacity, providing real estate advisory services to a variety of clients in markets across the US.

Reshma holds a Master’s in Real Estate from Georgetown University and a BA from the University of Pennsylvania. She is a founding board member and Co-VP of the DMV chapter of the Women’s Affordable Housing Network (WAHN).

Specializing in the intersection of strategy, learning, and execution, Joanna (Hoffschneider) Kozlowski founded Resolute Consulting LLC in 20218 to separate the signal from the noise for ambitious professionals. Her unique, multi-faceted approach combines her first career in teaching and training with her second in marketing and business development for the built environment. Joanna has a talent for bringing order, focus, and a sense of purpose to a project, and helping clients leverage their strengths to accomplish their goals. She uses these skills at different scales to benefit both individuals and organizations through her client-retained work; as a facilitator of workshops and retreats; through training and professional development; as a coach and advisor; and as a speaker.

Joanna has been involved with HAND since 2013, when she was employed at a regional architecture firm with a significant mission-based and affordable housing practice. She’s been a frequent attendee at the annual conference and was a member of the inaugural Racial Equity Learning Series in 2020.
