City of Alexandria Notice of 30 Day Comment Period

The City of Alexandria is accepting  public comments regarding a program amendment to the City’s FY 2013 Action Plan for Housing and Community Development to create a new program: Rebuilding Together Alexandria Neighborhood Stabilization Program. The draft program amendment (Attachment I) reflects the proposed reallocation of $1,000,000 in CDBG and HOME Funds. The CDBG funds would be a reallocation of funds from the Home Rehabilitation Loan Program and the HOME Funds would a reallocated from the Housing Opportunities Fund. Based on the projected loan amounts and the carryover amount from FY 2012 needed to support FY 2013 loan activity, staff has determined that $500,000 in CDBG funds may be transferred from the Home Rehabilitation Loan Program without impacting service level. The program amendment has a 30-day comment period and will be docketed for Public Hearing and City Council consideration at the Council meeting to be held Saturday, February 23, 2013.

D.C. DMPED Releases Request for Proposals for 965 Florida Avenue, NW

The Office of the Deputy Mayor for Planning and Economic Development (DMPED), seeks to redevelop an approximately 1.45acre parcel located at 965 Florida Avenue, NW, in the Shaw/Cardozo neighborhood of Ward 1, designated as Lot 1102 in Square 2873. The Site is located near the southwestern edge of the Howard University campus, and currently serves as an unused parking lot, and contains one small abandoned building on its southwest corner. The RFP must be submitted by Tuesday, February 12, 2013 at 3 PM. Any questions regarding the RFP should be directed to the Project Manager, Corey Lee at corey.lee@dc.gov. CAFN Announces 2013 Request for Proposals

The Capital Area Foreclosure Network announces the availability of funds through its Capital Area Foreclosure Prevention Fund to support organizations providing housing counseling, outreach and other support services in an effort to eliminate the region’s foreclosures. While CAFN serves as a clearinghouse for foreclosure-related information, education and outreach, there is no substitute for the help provided by housing counselors and other stakeholders who can reach homeowners directly who are delinquent on their mortgages and at risk for foreclosure.   Organizations serving homeowners in the Washington Metropolitan area are encouraged to apply. The submission deadline is Friday, January 25, 2013 at 11:59 PM EST.

HAND 9th Annual Children’s Art Contest – Homes Across the Region!

Youth residing in HAND member properties are eligible for our Annual Children’s Art Contest with a chance to win a $250 cash prize! In addition, the winner’s Community Program will receive a cash prize of $250 for administering the contest and eight runners-up will each receive a $25 gift certificate. The contest is open to children who attend elementary school (ages 5-12). Artwork should reflect this year’s theme, “Homes Across the Region.” HAND members are working to transform communities throughout Washington, D.C., Northern Virginia and Maryland, so we’re look forward to seeing your artwork representing your home, as well as the state or city where you live! Community Program staff should mail the top five (5) entries from each property to: Heather Raspberry, Executive Director, HAND, PO Box 48386, Washington, D.C. 20002. D.C. DHCD Releases Results From a Five-Year Study Examining Impediments to Fair Housing Choice

The Department of Housing and Community Development (DHCD) has released “Analysis of Impediments to Fair Housing Choice 2006-2011,”a report that examines some of the obstacles encountered by the District of Columbia in order to comply with federal laws prohibiting discriminatory practices in housing. As a recipient of Community Development Block Grant (CDBG) funds from the U.S. Department of Housing and Urban Development (HUD), the District of Columbia must identify and analyze the barriers to fair housing choice and devise solutions. City of Falls Church Releases Draft Affordable Housing Policy

The City of Falls Church has released its draft affordable housing policy for public comment. The Affordable Housing Policy outlines the City’s strategy to address the diverse housing needs of its current and future populations by encouraging and actively supporting a mix of housing types and price levels. Two community forums are planned to solicit public comment. They will be held on the following January 9 at George Mason High School (TCL Room); and January 17 at Winter Hill Senior Center (Club Room). Both meetings will be held from 7 to 9 PM.  Comments can also be submitted via email to dlewis@fallschurchva.gov, or in writing to: City of Falls Church, Housing and Human Services, 300 Park Avenue, G04, Falls Church, VA 22046. The comment period closes January 26.

City of Alexandria Releases Draft Housing Master Plan

The City of Alexandria has released its draft Housing Master Plan for public review and comment. The Housing Master Plan is intended to guide future preservation and enhancement of affordable housing opportunities, community diversity, and economic sustainability in Alexandria. In developing the Plan, the City held a series of 15 public meetings; a bus tour of the City’s affordable housing stock; and an allocation exercise that gave residents and other stakeholders the opportunity to consider future housing needs and locations. The draft Plan is available at alexandriava.gov/HousingPlan  . Persons wishing to ask questions or provide comment on the draft Plan are encouraged to attend one of two town hall meetings planned for late January in the east and west ends of the City. These meetings are scheduled for January 24 at Samuel Tucker Elementary School (435 Ferdinand Day Drive), and February 11 at Jefferson-Houston Elementary School, (1501 Cameron Street). Both meetings will be held from 7 to 9 p.m.

D.C. DHCD Requires Annual Filing of Owner Certifications for LIHTC and HOME Funds

Owners of affordable housing projects developed with Low Income Housing Tax Credit (LIHTC) and HOME Investment funds in the District of Columbia are hereby notified to file the 2012 Annual Owner’s Certifications of Compliance and 2013 Monitoring Compliance Fees (fees are only for Tax Credit funded properties), as required by federal regulations by February 15, 2013. The documents required for the annual owner’s compliance monitoring responsibilities with the District of Columbia, Department of Housing and Community Development (DHCD), are available here. The LIHTC or HOME Owner’s Certificate of Continuing Program must be submitted and signed by an authorized member of the ownership entity. All other forms and documents must be returned electronically to AOC@dc.gov.

FACETS Continues to Open the Door for People in Need in Fairfax

Helping Hands is pleased to present this multimedia video project, produced by Momenta Workshops, which highlights FACETS and the impact their organization has made on their client, Susan Wells. FACETS was one of 10 nonprofits chosen to be featured in Momenta’s Project DC 2012, a week-long training program which pairs emerging photographers with local nonprofits who are making a difference throughout the metropolitan region. Susan’s compelling story underscores the need for a comprehensive range of programs and services to support individuals and families in need of safe and affordable housing.  Founded in 1988, FACETS is a nonprofit organization that touches and improves the lives of thousands every year through the provision of emergency shelter, food, and medical services to homeless families and individuals. Through FACETS’ critical support, people gain safe, sustainable and permanent housing and end the cycle of poverty through educational, life skills and career counseling programs.
