Who We Are

HAND is the leading collective of changemakers whose collaboration brings thriving communities to fruition within the Capital Region of Baltimore, Washington and Richmond. The diverse, cross-sector membership represents over 400 organizations working across a number of jurisdictions to increase the supply of affordable housing for individuals at all income levels. Through a series of educational forums, curated opportunities to cultivate partnerships, and regional housing policy efforts, HAND serves as a convener, educator and activator for its body of members.

Our History

In 1986, Congress created the Low-Income Housing Tax Credit program (Housing Credit), which incentivized private developers and investors to play a critical role in creating more affordable housing. Fueled by a mission to serve vulnerable communities, the Housing Credit also allowed nonprofit developers to scale their work in the space. In 1991, John D. Spencer, Senior Vice President of Victory Housing, Inc., launched HAND to equip these practitioners with training and peer-to-peer support by way of monthly brown bag lunch meetings. Over time, HAND’s membership evolved into over 20 industry sectors, and the organization’s footprint expanded to cover the Capital Region of Baltimore, Washington and Richmond. 

What We Do

Today HAND serves nearly 2,500 members each year through its suite of program offerings. From customized workshops that enhance job performance to our GenerationHAND sessions designed specifically for emerging leaders, we aim to build the capacity of all members and provide the space to establish critical partnerships. The organization is also dedicated to using its platform to influence affordable housing programs and policy by way of our regional policy activations. Most importantly, HAND is committed to placing racial equity at the center of our work, recognizing we must reach beyond the symptoms of inequity to address the root causes that amplify housing disparities and restrict access to opportunity for communities of color. 

Our Vision

HAND envisions a region where everyone shares equitably in the knowledge, wealth and resources uniquely represented in and between Baltimore, Washington and Richmond. We strive to be the leading convener, educator and activator of a diverse, cross-sector membership that collaborates in the preservation and development of communities where all individuals can live and thrive.
