Creating Permanent Supportive Housing: The Colorado Experience with the Pathways Home Supportive Housing Toolkit

Created through a unique partnership between the Colorado Governor’s Office, Enterprise Community Partners, the Colorado Division of Housing (CDOH), and the Colorado Housing and Finance Authority (CHFA), the Pathways Home Supportive Housing Toolkit is a series of technical assistance and peer learning sessions designed to help non-profits, housing authorities, and other homeless service providers develop high-quality supportive housing in their respective communities. Over a five-month period, staff from the Governor’s Office, CHFA, and CDOH meet with representatives from selected organizations from the region to provide logistical support and best practices in project development from funding to property management and service provision. The Toolkit has expanded Colorado’s development pipeline to include a dozen projects on the Western Slope and Front Range with the expectation of more than 200 new units in the next three years.
Program funds raised by sponsoring entities cover the costs of a toolkit consultant team with expertise in supportive housing development, housing first/harm reduction service models, and property management. The consultant team works with local partners to recruit and select teams as well as manage implementation of the workshop series. These individuals will also provide individual technical assistance to teams as budgeted.
