HAND’s Annual Meeting is the largest convening of real estate and community development professionals in the Washington region. We invite you to join the celebration of our 30th anniversary with an immersive virtual experience designed to inspire you, make you think, and strengthen the relationships that are vital to the creation of flourishing communities. 

The history of our nation is tainted with smears of systemic racism and discrimination from the very first steps of settlers onto American land. In 1619, a ship carrying the first enslaved Africans arrived at Point Comfort in Virginia. Just 15 years later, colonizers would make contact with Piscataway Conoy – the largest and most powerful tribal nation in our region, with a footprint that extended across DC, Maryland, Virginia and even further into the Mid-Atlantic. The dark days that followed laid the foundation for systems, policies, and programs that are still with us to this very day. HAND is standing firm in its commitment to centering equity, and as we recognize the milestone of 30 years, we would be remiss if we didn’t acknowledge that we have been battling the same challenges for hundreds of years. Still here in celebration. Still here in challenge. We remain dedicated to working alongside you to address the root causes that amplify housing disparities and restrict access to opportunity for communities of color. We celebrate, but we also say their names. George Floyd. Breonna Taylor. Piscataway Conoy. And so many others. Join us as we hold space to reflect on the past three decades, hear from industry thought leaders and connect with each other in the spirit of creating a more just and equitable region.

Equity In Action | Removing the Barriers, Unlocking Access for Black & Brown Developers

Even in the midst of the growing housing affordability challenge, black and brown real estate developers are still met with the obstacle of accessing the capital needed to execute their plans to revitalize communities. Confronting the idea of “a seat at the table,” this moderated dialogue will feature leaders in finance and real estate development who can speak candidly about these difficulties and solutions to drive more equitable outcomes for HAND members and other stakeholders.

Putting the Community Back in Community Development 

The GateBridge Community represents an innovative approach to mixed-income, mixed-use affordable housing – one that centers placemaking, closing the racial wealth gap, and building more diverse, inclusive, and equitable economies. GateBridge works in partnership with mission-aligned organizations to build permanently affordable, limited equity cooperative housing anchored by a community development incubator. By building bridges for renters to become resident-owners and employees to become worker-owners, GateBridge recycles income within the community and builds community wealth, leadership, and resilience in the process. This captivating discussion will examine the GateBridge model from the perspectives of its founder Professor Anthony Cook and the development, philanthropic, and investor partners needed to bring it to fruition.

Conrad Egan serves on the Boards of the Northern Virginia Affordable Housing Alliance and the Affordable Housing Conference of Montgomery County. Previously he was the Chairman of the Fairfax County Redevelopment and Housing Authority, the CEO of the National Housing Conference, and the Executive Director of the Congressionally appointed Millennial Housing Commission. He served proudly for 20 years as an executive in the United States Department of Housing and Urban Development.

He also served for seven years as an Executive Vice President of the National Corporation for Housing Partnership for Housing which operated under a Congressional mandate and was the largest ownerand manager of affordable rental homes in the Nation.

His involvement with affordable homes began in the Detroit area in the mid-1960’s with the West Central Organization, the University of Detroit Urban Law Program, and the Highland Park Model Cities Program.

Donna J. Gambrell is the longest serving and first African American woman to be appointed as Director of the U.S. Department of the Treasury’s Community Development Financial Institutions Fund (CDFI Fund). During her tenure from 2007 to 2013, the CDFI Fund experienced significant growth, more than doubling funding under its flagship program, and it strongly supported a CDFI industry responsible for providing affordable capital, credit, and financial services to low-income communities. Under Ms. Gambrell’s leadership, the CDFI Fund also designed and administered a number of new initiatives targeted to underserved markets, including the Capital Magnet Fund, the Healthy Food Financing Initiative, and the CDFI Bond Guarantee Program.

Ms. Gambrell retired from federal government service in December 2013.  Currently, she is the CEO of Appalachian Community Capital, a CDFI regional intermediary comprised of 13 high-performing CDFIs and community development lenders working together to help address the small business needs in the Appalachian Region. In addition, she is a visiting, non-resident scholar at the Federal Reserve Bank of Atlanta, and a board member for Southern Bancorp, Inc., in Little Rock, Arkansas, which is one of the nation’s largest CDFIs.  Ms. Gambrell is also honored to serve as a board member for AEO, a national membership organization for microbusinesses, and Opportunity Finance Network, OFN.

Margaret McFarland, J.D. is an Emeritus Clinical Professor at the University of Maryland and is currently directing the establishment of a real estate center for a small college in California., while teaching courses on-line at both institutions.  McFarland was the founding Director of the Colvin Institute of Real Estate Development and established the Master of Real Estate Development program at the University of Maryland.  Dr. McFarland was Editor-in-Chief of the Real Estate Review, a quarterly journal, from 2008 – 2016.

Prior to her tenure at the University of Maryland, Dr. McFarland was a practicing attorney in affordable housing finance and operations for 25 years.  During those years, McFarland served as General Counsel to the Maryland Department of Housing and Community Development, then General Counsel to the Historic St. Mary’s City Commission and just prior to moving to academia, served as General Counsel to the District of Columbia Housing Authority. McFarland also spent a few years working with affordable housing developers at the National Association of Home Builders, which resulted in permanent modifications to federal law governing low-income housing tax credits that enhanced its use by private developers to produce public purpose affordable housing.

Dr. McFarland is a member of the Board of Directors of the American Real Estate Society and a longtime outside Director of non-profit developer/investor Neighborhood Development Collaborative with properties in California, Nevada, and Texas.  She spent several years in public service as a land use planner in Toledo, Ohio, before returning to school to complete a law degree.  On completing her law degree Dr. McFarland joined the law firm of O’Melveny & Myers in private practice in Washington, D.C. assisting clients financing hotel, office and retail properties. 

 Dr. McFarland has an A.M. degree in Urban Studies from the University of Chicago and a J.D. degree awarded by the University of Michigan.
