Yolanda McCutchen, Director of Public Relations for the District of Columbia Housing Finance Agency (DCHFA) and HAND member, received her first National Association of Black Journalists (NABJ) Salute to Excellence Award earlier this month. At the NABJ Annual Convention , McCutchen was awarded the “Public Relations/Marketing Campaign- Government” award for DCHFA’s media campaign on the agency closing its first HUD Level I Risk Share Deal.
Woodmont Crossing, a 176-unit preservation project in Ward 8, was DCHFA’s first risk share deal after the agency because a HUD Risk Share Lender in 2017. McCutchen’s press outreach helped spread the word that DCHFA offers this loan product to affordable housing developers and showcased the only deal of its kind in the agency’s portfolio. Articles about the project appeared in The Washington Post, The Washington Informer, Multi Housing News, Commercial Real Estate Direct, MultifamilyBiz, and Real Estate Business Online.
DCHFA is a long term member of HAND and the agency’s Senior Vice President of Multifamily Lending & Neighborhood Investments Christopher Donald is a member of HAND’s Board of Directors. As one of the District’s leading financiers of affordable housing and only risk share lender, DCHFA’s mission is to advance the District of Columbia’s housing priorities by investing in affordable housing and neighborhood development, which provides pathways for D.C. residents to transform their lives. The agency accomplishes its mission by delivering the most efficient and effective sources of capital available in the market to finance rental housing and to create homeownership opportunities.

HIP started purchasing, rehabilitating and selling single family homes to low-to-moderate income first-time buyers in Prince Georges County in 1998. These previously vacant and dilapidated properties in inner-Beltway neighborhoods all receive new kitchens, bathrooms, porches with brightly colored front and back doors, fencing and a variety of other green, energy-efficient features.
All buyers of HIP Homes are required to complete one-on-one pre-purchase counseling and intensive financial capability coaching to ensure they are fully prepared to embrace the challenges and responsibilities that come with homeownership.
Standard Communities and Housing on Merit were joined by Mayor Muriel Bowser, Councilmember Vincent C. Gray, and NFL Hall of Famer Darrell Green in celebrating the successful renovation and preservation as affordable housing of Fort Chaplin Park Apartments, a 549-unit property located on East Capitol Street NE in Washington, D.C on May 15th. The Ribbon Cutting ceremony was attended by residents, community groups, and project participants including lenders, investors, and representatives from a diverse array of federal and local government agencies, all of whom helped contribute to the successful revitalization of Fort Chaplin Park Apartments.
Recognized with the 2019 Tax Credit Excellence Award by the Affordable Housing Tax Credit Coalition, Standard Communities’ work at Fort Chaplin Park Apartments included expanding affordability protections to 100% of residents – an improvement of nearly 30% – and completing a $33 million renovation of the property that included upgrading unit interiors, modernizing building systems, and adding a 5,000 square foot, LEED-certified Community Center that offers extensive amenity and recreational space. No residents were displaced from the property during the renovation.
Standard worked in partnership with Housing on Merit to design and implement an extensive suite of resident services and community programming at the property. The newly-built Community Center serves as a hub of activity for residents of all ages, with a focus on academic excellence, health and wellness, employment and financial stability, and growth and empowerment. Congrats to all team members involved in the project!
